Controller's Office update

Dear Colleagues,

I’m writing to let you know that Controller Delphine Regalia’s last day at the university was Friday, July 12. I am grateful to Delphine for her nine years of service to the campus. 

To highlight just a few of her many achievements; most recently, Delphine was instrumental in UC Berkeley’s transition to UCPath, the new human resources, payroll, benefits, and academic personnel system that is being rolled out system-wide. 

Delphine led the effort to bring the Berkeley Financial System up to speed by upgrading the system to improve and automate business processes, keep security current, and allow for future growth. She developed a robust online video learning program covering CalTime, Berkeley Financial Systems, travel and entertainment and more to support staff training and development. In 2016, Delphine formed the current Contracts & Grants Accounting team and implemented best practices to improve financial sustainability, such as reducing the year-end accounts receivable balance from $170 million to $58 million. 

In 2018-19, Delphine sponsored the rollout of the travel and entertainment direct entry process to shorten reimbursement turn-around time and to simplify how UC Berkeley employees are reimbursed for business-related travel and entertainment expenses. She kicked-off the Procurement Card Program and developed a service support model to reduce administrative work and give time back to the departments to spend on the core mission.
